Harnesses
When working in boom mounted type elevated work platforms (“MEWP”) it is recommended by the International Powered Access Federation (“IPAF”) that users protect themselves using a Work Restraint System in addition to the safety rails that are built into the basket (see IPAF technical guidance note H1/05/05 on: Harnesses in Mobile Elevating Work Platforms).
It is also important that users of MEWPS are correctly trained in the safe use of the machine and the additional safety equipment.
Whilst the MEWP is classed as a safe working platform, there have been a number of incidents where the machine has either been struck by another vehicle resulting in the basket moving in an unexpected or violent manner. The use of a safety harness with an adjustable restraint lanyard ensures that in the event of any unexpected movement the operative will be retained within the basket. If the user is not attached to the basket then they risk falling out.
IPAF and the CPA, in agreement with the HSE recommend that ‘a full body harness with an adjustable restraint lanyard is used when working from a boom type mobile elevating work platform.’
